Unfortunately, population below the poverty line in 2003 rises to 45%. But, this rate decreased sharply to 30% in next four years. This rate further decreased and it came down to 28% in 2010. From 1995 to 2010, during these 15 years a struggle against poverty was noticeable though compared to the long period, this result was not up to the mark. From the graph it is seen that from 1995 to 2010, during these long 15 years the rate of people living below the poverty line lessened by only 7%.
