They tease the girls, make bad sounds, sometimes sing loudly, and pick quarrels with the students. Thus, these outsiders are spoiling (নষ্ট করা) the overall atmosphere of the college. In fear of them, students especially girls always remain scared (ভীত) and so cannot move freely. I, therefore, pray and hope that you would be kind enough to take immediate measures against these perverted (বিকারগ্রস্ত) outsiders to create a congenial (অনুকূল) and healthy atmosphere on the college campus and oblige thereby.
